With the implementation of policies and guidelines for basic education reform of our country, these items, including physical education teaching purpose, teaching task and teaching model, get profound.these reforms are in urgent need of establishing physical teaching evaluation system, which continuously to evaluate and analysis for physical education, to perfect the theory in practices testing theory, to give valuable suggestions for profound reforms of physical education teaching.College Physical Education teaching is order to enhance the students’ physical fitness psychological quality,to improve the students’ health, sports skills, and ultimately to develop their sports life style. The traditional evaluation of students’ physical education just focus on the assessment for students’ exercise and physical fitness, ignoring to cultivate the students’ psychological, physiological and physical development form, with a single evaluation criteria to evaluate students, lacking of individualized education. Evaluation method for teaching quality of PE teachers is relatively single, mainly qualitative evaluation, combined with the incentive evaluation.The evaluation results of teachers’ performance are as performance incentive measuring criterion.These evaluations actually do not feedback to the practice of teaching reform.Problems above are directly or indirectly affected the progress of college physical education reform process, achievement of the reform objectives, Speed of the profound reform.In the process that the deepening of physical education teaching reform, updating of educational thoery, improvement of teaching mode, physical educators have come to realize the ordinary university sports teaching evaluation model is already lagging behind, the evaluation on physical education teaching reform is imperative.This paper is based on Pedagogic, evaluation of science, sports science, statistics theory, using literature, expert interviews, logical analysis, questionnaire survey method, ter Faye Fa, analytic hierarchy process(AHP), fuzzy comprehensive evaluation method and cloud theory, according to the present status of the ordinary higher school sports teaching evaluation.The experts of Kunming City Sports School are as main consultants for evaluation index of the evaluation system. This paper construct the theoretical basis of evaluation system for College of physical education teaching, establish the content and the weight of evaluation index system,constructs a comparatively scientific, comprehensive and reasonable evaluation model. The study uses the Kunming University of Science and Technology as a case to do empirical study and application, to verify the effect of the proposed College PE teaching evaluation model, and to reflect the problems fo physical education evaluation of Kunming University of Science and Technology through valuing the practical application of the evaluation model, so as to put forward the suggestions for promoting the physical education development of this school.
