Research On Family Planning Policy Of China Based On Multiple Streams

The Third Plenary Session of the 18th Central Committee put forward a policy that start and carry out one side is eligible couples can have two children,which become a hot topic of public opinion at home and abroad.Then,the CPC Central Committee and the Sate Council issued the opinions to adjust and perfect the fertility policy about putting forward the concrete implementation plan and opinion to implement this policy.However,there is no denying the fact that "two-child" policy is only an adjustment to the family planning policy in China.The "two-child" policy also has some distance in solving aging population,gender imbalance and social "lose the one-child family" of the population problem and the perfection of family planning policy in China.Therefore,the research of our country's family planning policy adjustment to find out the change of dynamic factors form which to take corresponding measures for pushing further change.Therefore,this study is of great significance to promote family planning policy change.Multiple streams theory,as an important policy change theory,provide a more effective analysis perspective and analytic tools for us to discuss the power of the family planning policy adjustment.The opening of the problem and political window can provide the opportunity for "two-child" policy.In addition,"two-child" policy depends on problem stream,policy stream,political stream which combine with three factors as problem,policy scheme and political situation.Based on using multiple streams theory to analysis the power of family planning policy adjustment can build a policy change dynamic model.These factors reveal the government form different aspects to promote the family planning policy change.
