Research On The Performance Management Of Local Scientific Research Institutions After Incorporating Into Colleges And Universities

The continuous development of science and technology has totally become the inevitable requirement of improving a comprehensive strength and competitiveness around the world. Since the innovation drive-development strategy is come up with the Eighteenth Big Meeting, our country has accelerated the reform of science and technology system. As a member of it, local research institutions have inevitably added to the trend of reform. In this paper, local research institutions has gone into the college for a period of time, it is important to promote performance management in the scientific research institutions. What’s more, do it for purpose, a deeper understanding of performance management can make better service.In this paper, using case study method about the analysis of S institution, W college in Yunnan province, coming to a conclusion that the performance management of local research institutions still need more time to study because of its aims don’t do clearly, some people is under the water, paying more attention to the system of rewards and penalties, and lacking of strategic objectives. Above these,based on the analysis of these problems’ causes, the SWOT method to develop a further strategy are used for the first step, Next, we need to optimize the performance management. All of these, bring in BSC model on performance evaluation system to optimize. Finally, from building the performance management culture, perfect training system, to ensure the smooth communication channel between the superior and the subordinate, established channels for a variety of scientific research achievements transformation, improve the system of independent revenue management five aspects to optimize the performance management system.Local research institutions of the performance management into college is a complex and difficult study, need to adjust at any time. Hope that the research of this paper can be play an important role in modern life for optimizing the performance management since scientific research institutions into the college.
