Influenced by the ideological trend of life-long education and learning-oriented society, the great strategic goal of constructing lifelong education system and learning-oriented city in a timely manner is put forward. As the basic unit of cities, the community is an important part of the life-long education system. It plays an important role in the process of creating a learning-oriented city. Remarkable achievement has been made by community education in our country since it was been launched but there are still some problems. Community education is only concentrated in the eastern cities whose economy is relatively more developed, while in central regions where the economy is relatively backward, the development of community education is slow and lagging. The research on community education is also inclined to the eastern region and the research on community education in the backward central region is not sufficient. Therefore, it is of theoretical and practical significance to explore the community education in the central region.This paper takes Xinyang as an example,making brief combing and analysis in terms of the community education and relevant theory of learning-oriented city by the literature research method. The paper analyzes the successful experience of domestic and foreign community education by adopting the comparative analysis method. After a SWOT analysis of the development background of Xinyang City, Shihe district to represent the sample, by using the method of questionnaire investigation and interview method, analysis of current situation of Shihe District Community Education to create, find the existing problems, and puts forward reasonable strategies and suggestions.In a total,the following situations are found out: in the cognitive aspect, the residents’ awareness of the importance of community education is insufficient and the enthusiasm of participating in community education is not high. In terms of demand of residents, they want to carry out a variety of educational content with entertainment and health care taking the first position. In terms of satisfaction degree, the overall satisfaction of community education is not high with the fact that community education facilities are too simple and the resources are insufficient being presented; the education network coverage in the community is low; there are the problems of insufficient qualified community teachers and the inadequate government’s attention to community education. At the same time, there are different opinions towards community education by people of different gender, age, education, occupation and ways of living. Finally, in view of the present situation and the problems, the paper puts forward the strategy of changing the concept and creating a vibrant community education; integrate education resources to create the community education with characteristics; strengthen management to highlight the robust community education; promote the participation to construct a harmonious community education.
