These conditions conspicuously show in three aspects: 1)the ideologicaland political education' s teaching and learning are looked down upon by teachersand students; 2)teachers have no interest in teaching this course and thus theirteaching is far from satisfactory; 3)the course is despised by students.The causes of bad teaching and learning condition of ideological and politicaleducation are many, but the cardinal causes are two as follows: one is that thenegative elements of socialistic market economy impinge the teaching and learning ofideological and political education; the other is that our education system does notkeep pace with the development of socialistic market economy. In a word, theteaching and learning of ideological and political education in middle school is not inharmony with the development of the society. Thus when formulating thecountermeasure, we must pay attention to two points : to formulate thecountermeasure corresponding to the causes and to choose the countermeasurewithout neglecting the development of our society.Nowadays we are facing the coming of era of knowledge economy and2globalization, Under such backgrounds, when formulating the countermeasure, weshould stick to three basic principles: the principle of synthetically treatment, theprinciple of periodic treatment and the principle of developmental treatment.After the basic principles of treatment are set, we can choose thecountermeasure as follows: 1) to have school, family and society coordinated andpaid attention to students' moral education; 2) to reform the traditional educationsystem; 3) to promote teachers' comprehensive quality; 4) to improve the tea楰ingmedium of ideological and political education in the middle school; 5) when teachingat class, to have theory connected closely with and even surpass practice by theteachers of the course; 6) to cultivate teachers' ability to attract students' interest; 7)to activate students to take part in actively the teaching and learning activities in theclassroom.
