Being affected by following factors, such as the Chinese entire economic development and education system, many problems still exist in the invest areas of compulsory education, for example: the inefficient system of investment, the insufficiency of public education expense, the expense of public education takes only small percent, the lowness of the per capita public education expense, the difficulty of collecting the additional education expense, serious embezzlement of the additional fees in certain areas, etc. Meanwhile due to the large economic development level distance of the separated areas of China, the following phenomena are resulted under the present compulsory education system: the unbalance of the compulsory income of different areas, low efficiency of investment, serious phenomena of direct or indirect extravagation, some school collect fees extravagantly, which leads to the bad basic office condition that are badly needed by the development of the compulsory of certain areas, the common phenomena of being in arrears with teachers' payment, these problems listed above confined the development of the compulsory education of China seriously.Basing on the summering the characteristics and existing problems of our compulsory education, through the international analysis and comparison, we have realized that: we should have a clear idea about the guiding ideology of compulsory education, if we want to solve the problems existing in this area. The ideas are as followed: set up a system in which the Parry central committee and provincial government are as the main body, the government of all levels share the compulsory education investment reasonably, improve the system of governmental macro control and financial payment diversion, raise the capital for compulsory education, guarantee the need of compulsory education development. Protrude the country's status as the main body in the process of investment as well,strengthen the power of governmental investment by imposing the tax instead of collecting the additional fees, set up the educational banks, strengthen the construction of the weak primary schools and middle schools, improve the guaranteed systems of teachers payment Through the measures above, make the compulsory education investment scientifically and standard, and promote the comprehensive development of education positively.
