Since 1980's, every country has made changes in their education system, which is influenced by various theories and world democracy. The main trend is to be more democratic in the decision-making. Many west countries such as America, Australia, New Zealand and Canada have already begun the reform and carried out the school-based management. We study the school-based management and compare it with the principal-in-charge, which will give us a clear idea of theory and practice of school-based management in America Australia and Hong Kong. It also provides us a new way to think of our school management reform.This dissertation consists of five parts. Part one is the introduction, which briefly concerns the significance of this study, and the definition of basic concepts. It also includes the research methods and main frame.Part two deals with the background and significance of the development and practice of school-based management in America. It states the several basic modes of school-based management.Part three probes into the development of school-based management in Australia from the start to the later development. It illustrates the practice in Victoria and the achievements which school-based management arrives.Part four looks into the development and practice of school-based management in Hong Kong. And it also analyzes its tactics and the challenges it faces.Part five summarizes the experience of school-based management. It studies the principal-in-charge and gets the apocalypse from the school-based management by comparison research.
