The rise and fall of nation depends on the development of education and human capital. China's human resources are plentiful, but human capital is deficient. Changing from a country of tremendous population to a country of profound human capital, china has to make great efforts to develop education and extend national average educated years. Compared with foreign countries, china's high-level qualified talents are short and the percentage of people who have accepted higher education is small. Considering that national total education resources are limited and the development of fundamental education should be given priority at the same time, if s wise choice that capable prefectural-level cities should be encouraged to hold higher education. However, since the deep lessons were given by "education revolution" in 1958, nowadays many people have doubtful or negative attitude towards this try.The study of this dissertation indicates that prefectural-level cities holding higher education is not only necessary, but also practicable; in addition, prefectural-level cities holding higher education can enrich and develop China's higher education system. These four-year colleges have distinctive characters; Furthermore, prefectural-level cities holding higher education confront many problems in starting stage, so the author put forward some preliminary suggestions in the last partThe dissertation is composed of five parts:The first part is preface. In this part, the author describes the research background, significance, thinking and approach of this dissertation, and briefly explains several conceptions that are frequently used in the paper;The second part is about the necessity of prefectural-level cities holding higher education. In this part, the author expounds the necessity from seven aspects. These aspects are as follows: improving regional structure of higher education, realizing resources communion, relieving expenses shortage ofhigher education, encouraging continued development of local economy, training teachers of primary and secondary schools, building culture of prefecture cities, and promoting equality of education opportunity.The third partis about the practicability of prefectural-level cities holding higher education. In this part the author expounds the practicability from five aspects. These aspects are as follows: basic owing essential requirement of running the college, having rather plentiful students of high school, emphasis of local government, necessary finances support, and diversified investment mechanism.The fourth part is about the main characters of prefectural-level cities holding higher education. In this part, the author generalizes and analyzes the main characters from five aspects. These aspects are macro-administration system, training objectives, college levels, college classification structure, and college scale.The last part is problems and suggestions. In this part, according to the main problems in the starting stage of prefectural-level cities holding higher education, the author put forward some suggestions.
