As the quantity and scale of high-quality higher education resources introduced into new central cities in China continue to expand,it is increasingly important to support the innovative development of new central cities by the high-quality development of institutions of higher learning in different places.Based on the research idea of "historical analysis--case study--revealing problems--countermeasures and Suggestions" on the introduction of high-quality higher education resources in emerging central cities,this paper is divided into the following four chapters:The first chapter sorted out the development of introducing high-quality higher education resources into China's emerging central cities into three development stages,which respectively experienced the small-scale exploration and development stage(1978-1998)under the macro-control of the state and the cooperation between a few open coastal cities and key universities.Entering the stage of rapid development(1999-2009),a large number of central cities introduced key universities and institutes to carry out various forms of cooperation,forming the university town(garden)model;Entering the quality critical stage(2011-present),the emerging central city takes the lead,introduces a large number of high-quality higher education resources at home and abroad,conducts in-depth cooperation,pays attention to improving the local contribution of colleges and universities,and forms a complete system of introduction,supervision,innovation and development.According to the relationship between the target and the beneficiary,the structure and the governance,and in combination with the actual situation,it is divided into four types: mutually beneficial vertical type,mutually beneficial horizontal type,public welfare vertical type and public welfare horizontal type.The second chapter discusses the motivation and reasons for the introduction of high-quality higher education resources to the emerging central cities from four aspects: the guidance of national macro-strategic planning,the needs of urban development,the reform and innovation of colleges and universities,and the prosperity of the higher education market,and explains the action of running schools in different places.First,at the national level,facing the challenge of entering the stage of high-quality innovation and development,a series of innovation-driven and region-coordinated development strategies have been introduced to guide emerging central cities to undertake the mission of driving regional innovation and development.Secondly,at the urban level,the emerging central cities are faced with the challenges and needs of the imbalance in the supply and demand structure of high-quality higher education resources,the optimization of factor endowment and the allocation of innovative resources,and the transformation of development model and concept.Thirdly,at the university level,under the influence of the spirit of innovation and entrepreneurship,new development space and growth scenarios are explored.Deeply involved in the innovation chain and industrial chain;Flexible allocation of key development resources globally;Establish resource dependence network and increase dependence;Stimulate the endogenous driving force of development;Finally,at the market level,central cities and key universities are facing the upgrading of demand for quality higher education and intensifying competition for talents.The third chapter is a case study on the introduction of quality higher education resources in Shen Zhen,Qingdao and Su Zhou,three emerging central cities.First according to the classification of Rothwell policy tools,analysis each city nearly six years the introduction of high quality higher education resource policy tools,finishing the introduction of set up in different educational institutions,to construct an open innovative internationalized higher education system in Shen Zhen,a high starting point,planning,investment,level,standard,a wide range of characteristics,the formation of a certain brand effect,promote the development of "science and education city" producing fusion;Qing Dao has implemented the "six actions",and its policy system is characterized by demonstration,refinement,cross-region and specialization.It pays attention to the introduction of the system and emphasizes the innovation and transformation of science and technology.Su Zhou carries out the strategy of developing famous cities and famous universities,promotes the integrated development of higher education,and builds an international alliance for scientific and technological cooperation.An open,inclusive and diverse innovation ecosystem;Secondly summarizes emerging central city to introduce high quality higher education resources development path include: scientific planning to build the policy environment,optimizing urban system of colleges and universities,and for the future,the joint construction of quality development of higher education innovation,finally discusses the quality of higher education innovation zone characteristics,including: in different educational institution innovation;Integrated innovation of production,learning and research;Brand and demonstration effect;Governance model innovation;Overall high-quality development.The fourth chapter analyzes the problems and countermeasures of the introduction of quality higher education resources in the emerging central cities.The blind expansion of the introduction of higher education resources in the emerging central cities mainly exists.The survival crisis of institutions of higher learning running schools in other places;Lack of research;The monopoly of high-quality higher education resources and other issues,and put forward relevant Suggestions and improvement measures,at the national level,the introduction of relevant laws,optimize and improve the system and mechanism;To guide and support the high quality dislocation development of colleges and universities running schools in different places;At the city level,the top-level design should be strengthened to promote inter-regional linkage.System planning and design policy environment,fine management;At the university level,we should pay attention to the strategic layout,improve the level of governance,and promote the differentiated and distinctive development of non-local school-running institutions.In a word,the strategic behavior of new central cities to introduce high-quality higher education resources is the flow,change and aggregation of cross-regional innovation factors under the multiple roles of the government,universities and market.At the macro level,it promotes the concentric development of higher education,and at the micro level,the group of non-local institutions of higher education develops towards the direction of high-quality innovation.
