Through the survey of the evolvement of management idea, although aiming at the same object of "human", we can clearly find that the thinking, methods, concrete content, principle, instrument and technique of management varied with different periods. In the Planned Economy Era, schools personnel management is administrative mode basically. However, schools will discover that the surroundings they affronted have had delicate changes in 21 century, and the administrative mode will not suitable for the needs of today's practice. For example, schools must invite applications for a job in person from human market, and the performance evaluation will be a big problem after the engagement system put into practice, and the flow of teacher will be a rife phenomenon(include human resources forfeiture), and the administrative methods will not bring the absolutly author as it used to do along with the strengthening of people's right consciousness, and so on. All the changes indicate that the contemporary school personnel management must develop the useful and discard the useless of traditional administration practice that not suitable for today's demands. According to the front understanding, the paper attempt to put forward a schoolpersonnel management practice--school human resources management(SHRM), hopingit can meet the current and intending of schools in China.Management must always be timely, and it must be practical. Management theory, thinking or understandings can make it's being reasoned "meaning" only through find it's corresponding end-result in practice. Based on the guiding of this, the paper outspread surrounding two primary problem. The first is "why schools need and why they can implement human resources management?" The second is "how schools actualize human resources management?" The front is the rationalization argumentation of the latter, and the latter, the primary content of the paper, is the detailed expandedness of the front. According as the particular research of these two problem, the following text is the brief conclusion of the paper. At first, trying their best to provide maximum guarantee in human resources is the same target of all kinds of schools, and SHRM based on human capital theory chiefly is the representation of developing orientation of school personnel management. The second, today and some period of time in the future, although some schools will have different handicaps to carry SHRM into execution as the all and the one, they ought to take this ideologies and on the way to "part to whole" according to their practical condition, such as carrying out scientific recruit management, designing for scientific human resources development project and a systemic rewards management at first and so on, witch is the modus operandi that for deal with concrete matters relating to work for school personnel management.
