The information age has brought the education both chances and challenges. Many countries, including the developed countries and the developing countries, have made policies and plans for the development of ICT (Information and Communication Technology) education, which is hoped to speed up the educational renovation so that citizens in the 21st century will do jobs with skill and ease in the rapidly developing society and the nation will be more competitive in the coming future. How to integrate ICT into schooling in order to improve the students' information literacy is the concern of the educational renovation in contemporary society. The first chapter of this dissertation introduces some theories on the integration of ICT and schooling. The constructivism advocates the introduction of ICT into schooling. Some theories about the acceptance of ICT such as self-efficacy and attitudes toward computers explain why ICT didn't bring the expected success to our education now.The following two chapters compare the policies, plans and status in quo of the integration of ICT and schooling in USA and China. The second chapter compares the policies and development of the two countries macroscopically. The third chapter chooses Flatland high school and Las Montanas high school in Silicon Valley and Weiyu high school in Shanghai for comparison. By comparison, the dissertation wants to find out the achievements and the problems in the process of integrating ICT into schooling in both USA and China, and analyze the progress and resistance in the innovation. The forth chapter discusses the process of integrating ICT into schooling by analyzing ACOT project in USA and presents the growing experience and the inner conflicts of two ACOT teachers. The longitudinal analysis tells us some problems we have to deal with in the integration of ICT and schooling. After that, in chapter fifth I analyze the problems in the integration of ICT and schooling in China, discuss the reasons, and bring forward some proposals for the development of ICT education in China in chapter sixth.I choose USA and China for comparison because USA is one of the most advanced countries in the field of information technology. The development of ICT education in USA to some extent can represent the future development and evolving trend of other countries. The successes and lessons from USA can give us some valuable advice. Why do I choose Flatland high school and Las Montanas high school in Silicon Valley and Weiyu high school in Shanghai for comparison? The three locate in the area that is equipped with more advanced and newest computers and other technologies in their countries, so their teachers and the students can have high access to ICT. Their achievements and practices with ICT can represent the coming future in ICT education of their country. This can make the research more valuable and portentous. In the dissertation I try to get the newest and the most accurate information in the field, to use the scientific research methods, to discuss the examples in teaching, to talk with the teachers in schools, to analyze the data objectively. Because of the sampling of the schools and the teachers, there may be something inaccurate in the dissertation. But I do want to reflect the actuality and the general problems in the integration of ICT and schooling in China.I hope the dissertation can do something useful and valuable to the development of ICT education in China. I look forward to the advice and guidance from scholars and experts. I will do my best to perfect my research in the coming days.
