Private Universities Run Mechanism

With its special characteristics and special working rules, the operational mechanism of private colleges is different from that of the enterprises or public universities. It is carefully studied in this paper by examining the diversified investment and related property right of private colleges.Firstly, the author analyses the various environment factors causing the diversification of the investing and conducting entities of the private colleges, which results in the diversification of property right structure. The diversified property right structure needs clarification. Based on the detailed analyses of characteristics of property right and some defects in present definition of property right, some proposals for the reform in the definition of property right in private colleges are brought forward. In view of this definition, the author suggests that the industrializing operational mechanism be the key to that of private colleges, the essential of which lies in that the market mechanism has fundamental function in resource arrangement under the guidance of macro-control of the state. This will make private colleges become autonomous, self-development and self-control legal entities. The core of such mechanism is to establish the normative management structure of legal person of a private college. Finally, it is necessary to make pertinent laws to regulate and ensure the constant, steady and efficient operation of such mechanism.
