We are puzzled about how to define the position of school headmasters and party secretaries. To escape from the dilemma, we should change the models of management and strength the law construction. We should follow the laws and requlations. As a school headmaster and a party secretary should build up their personality and deal properly with the relation ship between inside administration and Party organization and the administration of the school and The school personnel representatives assemblyg implementing headmaster' s responsibility system. We should also try to find a good joint point of school management and headmaster' s responsibility system.The writer tries to find good solutions to deal with these problems.
