| Students' excellence in performance is the common subject in the basic educational reforms both China and America .Since 1950s, America has conducted several large-scaled educational reforms for various reasons. Up to the present, the reform of the educational system has developed for a relatively long time, and the educational administrative system has become much more perfect. During the course of the educational innovation, how did the government reply to the tend of marketisation ( anti-marketsation ) ? How does the school use the rights of self-determinating school? How will it be supervised and standardized? All these questions brought forward on the educational system level have not been studied systematically. Therefore, analysis of the American basic education reform can be beneficial to reference for our basic education reform.The major background to analyze the developing course of American education reform is the decentralization of the educational administrative system. Under this background, the author reviews the history of American basic education reform from 1950s till now .After that, the author emphasize to analyze the close relationship among three subjects--government, schools and parents--during the course ofeducational system reforms. The analyses are to explain how the governmenttanswered to educational marketisation, and that questions which both the enlarging of the schools' rights of self-determinating school and parents' behaviours of school choice affect schools. That American government solved the questions in educational system reforms will give us many important revelations to our questions produced from the basic educational system innovation in recent, years. |
