Since1980s,decentralization has become the trend of education system reform in many countries,it has also become one of the most important phenomena of educational planning.Whether developed or developing countries, they are trying to carry out the educational decentralization,and they regard the educational decentralization as the key to improve the delivery of educational services.The policies of educational decentralization aim to reduce government size,reorganize delivery,expand private initiatives and create new partnerships.Some African countries also carried out reform of educational decentralization, and Uganda’s educational decentralization reform is a typical case.Inl986, the government adopted the policy of decentralization, which is supported by many donor agencies such as the World Bank and the United Nations Development Programme.Uganda’s educational decentralization has changed the delivery of public services, including public primary education.Making a study of the achievements,the challenges and the key factors of the success of Uganda’s educational decentralization is very helpful to the readers.These analyses will help the readers to know the theories of educational decentralization reform the developing countries, purticularily African countries. Uganda case has rich implication for other developing countries.In this study, the author uses literature research method, historical method, content analysis method. The study tries to explore the process of its implementation by analyzing decentralization and educational decentralization,and conduct in-depth discussions of the achievements of the primary education,and analyze the challenges and the key factors of the success. In the last,it’ll indicate the evaluations and prospects of the reform.This thesis consists of five parts.The exordium elaborates the study background,concept definition,contents,significances.methods and the overview of relevant research at home and abroad.The first chapter depicts the ground,contents and aims of the decentralization.The educational decentralization is a part of the political decentralization,so the readers could have a whole understanding of the educational decentralization by knowing the background of the decentralization.Chapter2has focused on the topic of the achievements of the primary education.This part mainly involve4parts——enrollment of the primary education,teachers’ morale,teaching equipments,educational equity and educational democracy.The challenges are the main contents in the third part,which involve educational finance,equality,governance and the quality of education.Although Uganda’s educational decentralization reforms has made quite a bit of achievements, but the government must pay attention to the challenges.Chapter4is the conclusions.Based on the above analysis,this section attempts to analyze and sum up the key factors of the success,and indicate the evaluations and prospects of the reform.
