On the year 2001, the notification of the "Basic Education Curriculum Reform Outline (a trial version)" by the Ministry of Education, together with the writing of the "Curriculum Standards" and new syllabuses, signified the actual implementation of the education reform. Mr Chen Xu Yuan commented in the book which he edited " Zhong Xiao Xue Jiao Shi Shi Ye Zhong de Ji Chu Jiao Yu Gai Ge ( The Basic Education Curriculum Reform from the Perspective of Primary and Secondary School Teachers) "In the coming years, curriculum reform will spread throughout the country. This reform will be of the largest scale since the birth of our nation, the most forceful, most heavily invested and eventually will bring forth a revolution in the whole foundational education"As the Chinese saying goes " It takes ten years to plant a tree while a hundred to educate a man ". The development of talents is a long term and heavy responsibility. The slightest change in the education system will definitely impact one, or even a few generation of her people, the reason being that education is not a mere commercial product, it encompasses the nurturing and cultivation of people.This dissertation begins from the curriculum and its essence, briefly introducing a few issues concerning curriculum's concepts, which includes those factors affecting the curriculum and the functions of the curriculum. Next, I will generally discuss the cultural atmosphere of the international basic education curriculum and its existing trend, followed by our existing curriculum and the characteristics of the new curriculum, so that we will have a wholesome understanding in the curriculum developments and trends at both international and national levels. In chapter four, through integrating working practices, our discussion will emphasis on the existing Singapore's curriculum, the distinctive features of her educational system, the structure of the syllabus of her foundational education, the teaching and studying methods, the cultivation of student's abilities and so on.Finally by making a comparison between the two countries' curriculum, I will state the apocalyptic relevance to our own curriculum reform which is, the implementation of a curriculum must fully demonstrate the students' specialties, with language teaching giving prominence to listening, speaking, reading and writing, focusing on their intellectual moulding and communication skills, and paying attention to teachers'training.
