The reform of the personnel system of the secondary and primary schools is the kernel of the system reform of the basic education, which is the foundation project of education. It is the reform which aims at the personnel administration of the special teachers colony of the secondary and primary schools. The reform is directly related to the stability and development of the whole educational course. And, therefore, it's the hot and difficult issue which is laid special emphasis at the coming time of the new century.This thesis draws an overall thinking of the reform of the personnel system by researching the present situation of the personnel system in the secondary and primary schools, and puts forward specific strategies of the execution of the reform., and the preparations which should be made to adapt it. It is to provide some references for the process of the personnel reform of the basic education, and , wish the system of the personnel administration to be more legal and scientific step by step.The thesis is divided into four parts as follows:The first part raises an urgent question of the reform of the personnel system in the secondary and primary schools by analyzing the present situation of the personnel system, clarifies the background and meanings of the reform, and, establishes the four main principles which should be followed in the reform as well as the goal which the reform wants to reach. And, reasonably elaborates the theoretical support of the reform of the personnel system, which pave the way for the next research.The second part reviews the reform practice which the personnel system has experienced in the past over twenty years, looks through a series of laws, rules and the policy basis which were made by the government to serve the purpose of the reform practice in different period of time.The third part is the main body of the research. It expounds the four important contents of the reform of the personnel system of the secondary and primary schools. And , puts stress to inquire into the reform of thepersonnel system of the principals and the teachers of the secondary and primary schools , and the reform of the allocation as well. And ,at last, builds a pattern of the principals' contract system and its assessment and evaluation ,and ,those of the teachers' ,and, the conception of the reform of the allocation in the secondary and primary schools, .Thus, solves the problem raised in this research.The fourth part deals with the execution of the reform of the personnel system. It expounds the strategies of the execution of the reform based on the fundamental realities of the country. And, mentions the active preparations which should be made from different tiers of the field of education to meet the needs of the reform of the personnel system taking place in the secondary and primary schools.
