Case Study Of The Reform Of Personnel System In Primary And Secondary Schools

The revolution of personnel system in school aims at motivating teacher’s enthusiasm ofworking and triggering there creating proficiency. The revolution has to adapt to thedevelopment orientation of education, and take teachers’ subjective position seriously.Teachers’ working proficiency and creating spirit should be valued and thus a group ofteachers who are facing future, good at cooperating can be established. Only by this way canwe motivate the development of education and economic society. So, the task of revolution ispretty complex and needs consistent improving and innovation.In the social construction of socialist market, economy society has become more and moreperfect. The public elementary and secondary schools are known as "China’s plannedeconomic system at the end of one of the most stubborn bastion". It becomes the key factorthat restricts the reform and development of education. This paper tries to choose thepersonnel system reform of Shandong province Anqiu Xinghua school in1999–2005as thebreakthrough point. Trying to look back on ten years ago, China launched the success andfailure, gain and loss in the reform of personnel system in public primary and secondaryschools. And it also analysis the method in the next ten years to implement the feasibility,timing analysis of a new round of reform of the personnel system and should pay attention tothe way.Reform of human resource system in compulsory education has been undertaken for a longperiod. And there are many valuable experiences to learn everywhere in china. The innovativemethod of this paper is to hold the dynamic development of the reform through the casestudies, especially through the reform of personnel system in Anqiu Xinghua school. It pointsout the problems and the nice future in front of us with theories and actions.
