The continuous education of the secondary and elementary teachers has been attached more and more importance by the educational service, schools and enormous teachers since the 1990s. School-based in-service training, as a newly developed form of teachers' continuous education, has also received special attention. This thesis, taking the school-based in-service training as its study object, analyses and debates the theoretical and practical issues that are concerned. The whole thesis is divided into four parts:In Part I, the thesis firstly defines the concept of school-based in-service training of secondary and elementary teachers, and it points out that the comprehending of the school-based in-service training actually consists of two gradations. Then, some theoretical research is carried on the relationship between the school-based in-service training and the development of teachers' speciality, and it is considered that the school-based in-service training can both accelerate the development for teachers and their schools.In part II, the thesis analyses the needs and background situations of carrying out the school-based in-service training in the present stage, and it points out that the spring-up of the school-based in-service training roots in the needs of reform and development of teachers' continuous education and the needs of the development of schools and teachers, and that the development of the school-based in-service training is based on the interrelated policy qualification of laws and regulations, the construction tradition of teachers rank and the abundant and plural training resources.In part III, by investigating the educational service, training organizations and some of the elementary schools, the thesis studies the status quo of the school-based in-service training for elementary teachers in certain areas in our country, summarizes some effective methods and raises some problems that are desiderate to solve.In Part IV, by unscrambling and comparison of the basic ideas in curriculum reform of elementary education, the author first makes it clear that the school-based in-service training should be taken as an enforcement tactic in the curriculum reform of teachers' continuous education in our country. Then the author makes an embedded reflection on the goals and programming, organizing, actualizing, supervising, evaluating, resource exploiting and imposing in the school-based in-service training. Lastly the author makes umpty countermeasure suggestions on how to accelerate the healthy development of the school-based in-service training in our country.
