Schools that learn are that apply the ideas of learning organization to them. Learning schools are different from common schools. They emphasize the progress and development of individual and organization. Learning is their aim and the way of their life. As a result, learning schools attach great importance to team learning, implementing participative management, and learning systems thinking. Head teachers are the devisers of organization and the managers of learning and teachers become the fuglemen of learning.Learning schools are the trend of development of school organizations so that they can adapt them to learning society better. But our common schools have some obstacles to create learning schools that include inside and out organization so that we must create conditions to make the ideas of learning schools come true. First, building learning classrooms and communities is important to create learning schools because learning classroom is the core of learning schools and learning communities can provide resources to learning schools. Second, we must understand and apply five disciplines to the practice of schools, which means learning personal mastery, changing mental models, forming shared vision and emphasizing team learning, as well as systems thinking. Third, we should establish open policies of schools and implement multiple appraise standards, flexible assessment mechanism.Founding learning schools is a changing system project. So our suggestions are establishment of aim, development of people and innovation of environment. Establishing aim is to form value community based on the developing aim of individual and organization. Development of people is to re-explain the role of leadership, emphasize everyone' force and move to new pattern of leader management in which head teachers have some new works to do and teachers must change their role. Finally, innovating environment is to constitute open policies of schools to attract, encourage and support people to participate schools management and assume responsibilities together. What's more, we must form cooperative and learning culture of schools in which the aims of learning schools can become true.
