China's Education Policy Research Analysis

Since the 1980's, educational policy research, as a new growing point of our country's educational studies, has gained great development. Timely research on the current situation of the development of our country's educational policy research is significant for future healthy development of this field.This thesis, in the context of current educational policy research, taking the main research achievements as subjects, qualitatively and quantitatively summarizes the developmental situations and characteristics of our country's educational policy research in the scope of mainland scholars' researches in this field. Some suggestions for future research direction are put forward.On the basis of "Index of Chinese Newspapers and Periodicals" and "Chinese Bibliography", this thesis classifies and analyzes 709 published papers and 32 works on educational policy research from 1985 to 2002 by the statistics software, Excel and SPSS. The practical development of educational policy research can be divided into three periods: the beginning period(from 1985 to 1995), the establishment period(from 1996 to 1998), and the in-depth development period(from 1999 to 2000). Research emphasis characteristics at the three periods are analyzed.On the aspect of theoretical development of educational policy research, this thesis summarizes the basic agreements of our country's scholars in terms of basic attributes, i.e. the implication, characteristics and value of educational policy, the relationship between educational policy and law and regulations, etc.; and in terms of procedure, i.e. the establishment, enforcement, evaluation and analysis of educational policy, etc. And the divergences of these scholars are analyzed and combed.In the final part, "trend analytic chart" is worked out on the basis of the previous two parts. It is discovered that the hot points in current educational research in our country mainly involves educational administration system policy, higher educationpolicy, etc. It is also found that more and more researches are done in educational quality policy and local-people-run (private) educational policy. Currently, there mainly exist five questions, such as "unsatisfactory research on organization construction" etc. Future research development should stress six aspects, such as "to strengthen the culture communication between decision-makers and researchers" etc.
