The issue of our middle and primary school students’ heavy schoolwork burdens haslong been plagued our country’s basic education, and our party, government and peoplefrom different social fields, pay much attention to this topic. Since entering new century,Our country has been performed the education reform, and deeply implemented ourquality-oriented education. In this context, the problems on the primary students’ burdenhave got new attention, new policies on lightening the students’ burdens also frequentlycome into effect. Whether the policies of lightening the kids’ burdens have been effectivelyimplemented? And how about the execution current situation? What are the newunsolved problems during the process of the policies’ implementation? All these havebecome a problem worth researching.This article adopted investigation, the basic research methods, to study and anlyze theimplementation of the policies of reducing the primary schools students’ study burdensduring the primary compulsory education phase by focusing on enquiring S county urbanthree primary schools. The paper divids into four parts to discuss.In the preface, the author explained the puposes of talking the topic and analyzing theimportance and necessity of lightening the students’budens,at the same time, the authorsummarized the related documents on this issue at home or abroad,which introduces theresearch ideas and methods.The second part mainly reviews and analyses the policies on lightening the burdernsfrom primary and secondary school students,and mainly introduced the lightening burdernspolicies from primary and secondary school students in Jiangsu province afte our statereform and opening policies.On the basis of reviewing and analyzing the lightening budens policy’s historicalevolution, the third part concentrates on the research the policies’ empiricalimplementation status from S county urban three elementary schools, and analyzes the measures for implementation of policy, enquiring student leisure time arrangements afterlightening their burdens, the students’ attitudes to the policies and the executive mainbody’s behaviors.According to the survey," Mitigating Stress " measures have been implemented inmost schools, moreover, the lightening burdens implementation has more relations with theschools different levels. Students group hold positive attitudes on reducing study load ingeneral, but they are not positive at the prospects on reducing their burdens. At present themost urgent problems is to refrom the middel achool entrance exam and the universityentrance exam system, so parents and schools, and even the whole society should correctlyguide our students to take good advantages of their free time.Finally, according to the previous survey of research, the paper reflects and putsforward some suggestions on elementary and secondary schools mitigating students’ stressin China.This paper respectively from the mitigating students’ stress of policy’s rationalscheme limitation, the advantages and disadvantages in the process of the policy’simplementation, the constraints and the policy execution supervision aspects to reflect onthe issues of reducing the students’ burdens’ implementation current situation and putforward specific proposals from a variety of dimension.
