After china entried into WTO, the process of world globalization is accelerating, and the challenge for china's education competitions becomes more serious. At the same time, the system of the market economy is improved step by step, and the reformation and development of china's higher education will face more challenges. The management system of china's higher education need adapt to the new situation, transform the government function, and expand the decision-making right of colleges and universities. Colleges and universities must clarify the right and obligation, abide the development law of higher education, and run universities according to the law. The harmonious mechanism of self-motivation and self-management of colleges and universities is not only the embodiment of corporative status, but also the key of developing and wining the international competition of higher education.Colleges and universities in the developed countries consider and solve the problems about the developing potential, such as college autonomy, college decision-making right, and how to realize the self-motivation and self-management. The advanced management experiences of colleges and universities in the developed countries are worthful for china to study.The integration of theory and practice, the unification of logic and history, and comparative study are adopted in the paper. On the background of management system of current higher education, the advanced management experiences of colleges and universities in the developed countries are used as reference. The establishment and perfection of the self-development and self-restraining system are proposed, and the analysis and assumption are carried out.
