As the effective methods taken by federal government, such as increasing elementary education expense input, using transfer payment to achieve elementary education equity in No Child Left Behind Act. The wave influenced China once again, which made the study to America become the necessary trend. Based on the evolution of America's crucial elementary education policies and acts, the author found out the theoretical explanations as well as used the theoretical explanations to analyze the five effective strategies which were taken to achieve America's elementary education equity. Among the above five strategies, achieving intra-district's results equity via rational allocation of education resources has the referential value most which gives the new insight to solve the serious situation about China's elementary inequity.Four chapters are listed as follows:The first chapter gives introduction to background, origin, purpose and significance of this research.Chapter 2 is the "literature reviews", which includes the literatures on the main definitions about elementary education equity, balanced development of elementary education in America and China. Besides, I differentiate and analyze some relative and important definitions about elementary education equity, balanced development of elementary education and then draw the definitionâ… take in this research which lay great foundation for the following research.Then the third chapter finds out the theoretical frameworks underlying the important acts, such as Elementary and Secondary Education Act and No Child Left behind Act by analyzing and combing the above acts. The two theoretical frameworks are generally suitable to the following analysis about the effective strategies used to achieve education equity.The fourth chapter is the key one in the whole thesis. From the five angles to probe into the effective strategies to achieve America's elementary education equity: macro level-federal government, middle level-urban and rural areas, micro level-intra-district, school reform level as well as social support level.
