Information-based education is an important portion of social-informationization, a vital indication of modernization-education and a significant index to measure the integrated national power in today's world. While the information-based elementary education is the constitute part of the whole information-based education , it plays a basal ,significant and complete role in pushing up the course of education informationization.For the reason of imbalance development level between different area in our country, and a large amount of money is needed at elementary education stage in applying modern communication technology, in the mean while, the start point and emphases are various in different area, therefore, the actuality of information-based education and issues occurred in the course of its construction are differ in thousands ways, so that, the implement of information-based education can not be accomplished in an action. Inner Mongolia Autonomous region is a minority congregative area which locate in the north-west and with undeveloped economic level, as the capital of Inner Mongolia Autonomous region, Hohhot has its own unique obstacles and issues on the construction course of elementary information-based education for the reason of its economy and culture specialty.The paper give research and find out the infomationization actuality of elementary education in Hohhot by questionnaire, which cover with 15 elementary and middle school distributing in Hohhot district. Through the research work, obtain the true problems exist in the elementary education stage and upon which to analyse the problems existent. This paper puts forward to the research in details on four aspects: the construction actuality of basic establishment, the construction of education and teaching resources, the setup of information technology curriculum and the cultivation of related personnel and teachers in elementary information-based education. After that , the writer try to put forward some pertinent resolving strategy towards the problems mentioned above , in order to boost the construction course of elementary information-based education of this region.This article is dispart as five section. As an exordium, the first part give introduction on research background, target, research method and related concept used in the article. The second part is about basic theoretics involved in information-based education. The pivot of this paper is the third and fourth section. In the third section , the paper get the complete and actual complexion about elementary and middle school in Hohhot district by the method of questionnaire, and then, the writer give a detailed analysis upon the inquiry data, in order to find out the actual obstacles and problems exist in elementary information-based education this area at present. Through investigation and analysis , the main problems exist here involved the leave unused hardware and equipment in some schools, the lowness utilization of campus network, laggard idea and notion about information-based education, bad effect of ICT curriculum, conformity of ICT curriculum and subject curriculum, lack of person with ability on information and technology, shortage of teaching resource etc. The proposal and strategy put forward in fourth part of the paper aim at the problems mentioned above, which include deploy hardware in reason and enhance the using rate of existing equipment, enrich teaching resources by various ways, developing cultivating work towards teachers and personnel in school, give emphasis on conformity method between ICT curriculum and other curricula, give essential attention on students'subsistence and living environment and create favorable pullulation condition for them. The last section of paper make an summary on entire research work and then bring forward the unperfect content needed.
