Education for quality requires educators to make best use of all kinds of approaches to realize educatees' all-round and efficient development in both body and mind. The student-cadre system is not the only way for moral education, however, is good for students to improve themselves in their ability of management. So its effect on education makes it an important educational resource, which shouldn't be ignored. Appointing students cadres, a form for students to manage and educate themselves appeared after class-teaching system. Under this system, students realize their self-management and self-educating during the course of selecting and being selected as cadres of the class; class sponsors are released from heavy burden of managing with the classes are managed more effectively by themselves. At the same time, students will improve their ability of self-management and increase their consciousness to serve others, which are both necessary in future society and will exert a subtle influence on their life-long development. We are not optimistic with current student cadre system since minority of the students take the right to be selected as cadres and work till the end of their school period. In such circumstance, education equity is not incarnated since only few students have chances to practice as cadres in classes. Although some kinds of reformation have been carried out, the essential problems in selecting cadres are not solved ultimately because the systems of electing, voting and changing in turns are just ostensible and not working effectively as they should do.Firstly, this paper searches the role of cadres in classes and the means of selecting and nominating the students-cadres after studying and analyzing means and problems of selecting and using in some current systems of selecting and nominating, the development trend of student-cadre. Secondly, this paper redefines the concept of cadres, rearranges the role of cadres in classes; brings forward a system of selecting and using cadres, that is to manage independently. After discussion about how to make cadres work practically, the paper put forward new methods of selecting and appointing cadres among students, so that the system will do as an effective approach in improving students' integrated qualities, promoting their continuable development. The whole passage is divided into four parts:Part one: Analysis and evaluation on current systems of selecting and appointing cadres in primary schools at home and abroad. The paper analyses each system about selecting methods, their forms and effect in using, problems in practice. The paper puts emphasis on the problems in current selecting system, illustrating the urgency and necessity to replace the students-cadres and reform the selecting and appointing system.Part two:The principle and content of selecting and employing students-cadres independently.This paper discusses the implication and advantages of the system;the methods of selecting students-cadres;the main job for students-cadres, role-wrientationand requirements for personnal qualities;the principles of selecting and employing students-cadres.Part three: The moving pattern of selecting and employing students-cadres system. This paper puts emphasis on the responsibilities, work of Young Pioneers, Commettee of the class and other non-formal organizations.Part Four: The secure system of selecting and employing students-cadres in primary schools. This paper discusses on what the educators should pay attention to during selecting and employing students-cadres, especially the transformation and the evaluating standard and methods.
