Concise Remarks On The Old Cadres Retirement System In PRC

This article concentrates on analyzing the relationship between legislation and communities, veteran cadres in particular. Aiming to offer brand new assessment and judgment about how to improve and perfect the veteran cadres retirement policies and regulations, this dissertation, based upon three decades’historical context in terms of the establishment and evolution of related policies, regulations, legislation systems, is designated to provide beneficial management references for the Party and government’s policy-making and adjustment.The article reviews and sums up the general content and characteristics of the veteran cadres’retirement regulations and policies in four chronological stages, namely, before1982,1982-1990,1990-2008, after2008. It consists of the following five sections: Section One introduces the initial establishment of veteran cadres’work and relating regulations and policies, which serves as the foundation of the retirement legislation system and prepares the prerequisite for the establishment of the retirement system based on the development of the country in terms of politics, economy and legislation. Section Two discusses the research and standardization of veteran cadres’work. In1982,the Party established the cadres’retirement system based on decisions, policies and constitutions, abolished the actual existence of life-long tenure of leading cadres, improved and perfected the regulations and policies afterwards while advancing the cooperation and substitution between rookie and veteran cadres. Section Three talks about the strengthening and perfecting of veteran cadres work. With the faster pace of the reform and open-up policy, the economic system experienced a comprehensive reconstruction from planned economy to socialist marketing economy, which influenced the establishment and reinforcement of cadres’retirement regulations. Along with following profound changes, the establishment of Three Mechanisms and insurance of Two Treatments became top priorities. Section Four focuses on the overall developing stage of veteran cadres’work. Of this duration, it was made clear that legislation laid the foundation of cadres’ etirement and that standardization and institutionalization would become the future direction of the work of cadres’retirement. Section Five is the conclusion. It delves into the profound significance of the cadres’retirement system in connection with its new characteristics as well as newly emerged situations, problems in aging societies. It will help make judgment about the new direction about how to improve the veteran cadres’regulations and the constructions of legislations.
