Cadres group of higher vocational education colleges, the main force to administrateeducation and teaching and service students, always plays the important role. However,because of the opportunities and challenges that higher vocational education collegesface in the new circumstances, some deficiencies have revealed. The cadres selecting andappointing in higher vocational education colleges directly affect the development ofhigher vocational education. How to improve the pragmaticality better and appoint cadresmore scientifically is a necessary and urgent issue to study for higher vocational colleges.Applying the assessment center techniques to the cadres selecting and appointing,assessment center, a new personnel assessment process, can show more abilities of theselected cadre from the multiple, therefore, to make them more suitable for the jobpositions.Based on the summary of the current situation of the cadres group selecting andappointing in Zhangjiakou Vocational and Technique College, through looking up andresearching the study achievement on cadres selecting and appointing at home andabroad to understand and master the problems and the current study situation of theworking methods and techniques about the cadres selecting and appointing at home andabroad and by means of the study of assessment center techniques, the dissertationsystematically and wholly analyze the characteristics of cadres and the problems existingin selecting and appointing cadres to form the qualified cadres model of ZhangjiakouVocational and Technical College, to set assessment scheme, to select assessmentmethods, to confirm the weight of evaluating indicator and dividing the level ofassessment standard, to prepare for the implementation of assessment scheme includingthe selection of assessment objectives, determining the analyzed and assessed positions,choosing the assessed persons, choosing and training judges. The implementation processincludes the arrangement of time and place, making preparations before test, themanagement of implementation process, quality control, discuss among judges, and thewriting of the evaluation report and the feedback of the evaluating result. Therefore, the cadres selecting and appointing system adapting to the characteristics of ZhangjiakouVocational and Technical College is set up.
