With the concept of life-long education deeply rooted in our hearts and thecomprehensive application of modern communication & IT, the learning model ofopen universities has witnessed a historical change. Under this circumstance theinvestigation on the Evaluation Theory of Learning Development for Students as wellas its practice accordingly will be of much significance and contribute a lot to thehealthy development of open universities.Setting the open universities, whose main task is to provide the modern distanceand open education, as the research objective, this paper probes much into thestudents'learning evaluation and advances the ways and solutions to the optimizationof students'learning development evaluation. This is expected, to some extent, toguide and promote the practical reform as well as for its reference.In this paper, first, the nature of and relationship between distance education andopening education are explored, the definition of modern distance&opening educationclarified and the characters of OU and its development concluded; then a group ofwords such as evaluation, education evaluation and learning evaluation for studentsare deeply explained and probed into, as well as the value differentiation in thedevelopment stage of students'learning evaluation analyzed, followed by theadvancement of the internal characters of Learning Development for Students;Furthermore, from the point of the current status of students'learning evaluation inOU, a brief introduction concerning the education & learning evaluation systemabroad is given, with much re-thoughts on the existing problems of OU in China, andinvestigation and probe one by one on the following, namely the theoretical basis, thekinds of learning model, the characters of learning activities, subjective and objectiveof the learning evaluation and learning evaluation model; Finally, by citing ShanghaiTV University as example, based on its practice of "3L"Learning Model, the learningsituation of students in a certain scale was investigated and analyzed. On this basis,from different viewpoints the author is much engaged in the research on the basictrain of thinking over the improvement of learning development evaluation forstudents in TV Universities as well as the strategies of actions, and then according tothe demands of the modern education evaluation, the possible structure of learningdevelopment evaluation index for students in TV Universities is advanced as well.
