The development of university evaluation system of Japan experienced a process from expecting university for self-evaluation to forcing university to do self-evaluation, from emphasizing university self-evaluation to exterior evaluation. That is to say university self-evaluation system came in to being, confirmed and developed before exterior evaluation system. Specifically speaking, it mainly experienced three development forms: free-formed evaluation, self-evaluation and the third-party evaluation. Long time after Second World War, university evaluation of Japan mainly undertook by government to authorization of new founded universities, departments or majors and by folk evaluation organizations to aperiodically examine its quality after its foundation. After 1980s, university evaluation as an important means to improve university educational quality became an important research project and was paid much emphasis from all circles. At the beginning of 1990s, with the development of Japanese university self- evaluation model, Japan met its so-called "the era of evaluation". In new century, university evaluation of Japan developed based on the use of "the third-party evaluation" of England for reference, and it is tending to become more mature with the confirmment of Japanese special "university authentication and evaluation system".The whole paper covers in five parts: part one with title introduction focuses on literature reviewing and the research paper designing; part two concentrates on analyzing free-formed evaluation system implemented for about forty years after the second world war; part three concentrates on analyzing self-evaluation system implemented by Japanese universities after 1990s; part four concentrates on analyzing "the third-party evaluation" implemented by Japanese universities in 21 century; and the last part analyzes the characteristics and effect of changes and development process of university evaluation system of Japan after second world war and gives conclusions of what we can draw from the study.
