Since 1990s, economic interest has become one of the driving forces in theinternationalization of higher education, as educational internationalization cannotably promote the technical progress and economic development. The United States,the United Kingdom, New Zealand, Canada, and Australia have benefited a lot fromthe internationalization of higher education. Though education for overseas students isnot equal to the internationalization of higher education, it has been the important partof that. According to the statistics made by OECD, there were about 1,640,000overseas students around the world in 2001 whose tuition fees, costs of living as wellas traveling expenses have constituted a huge market worth of about 40 billion dollars,and education for overseas students have become the important exports to countries asthe United States, the United Kingdom, New Zealand, Canada and Australia that haveattracted the largest number of overseas students throughout the world. Enrollingforeign students not only proves to have the short-term economic interests but alsocan be beneficial for the cultivation of long-term political and economic-traderelations as well as the promotion of national competitive force. Hence, advancedindustrialized countries and regional organizations regard it as an important strategyboth in higher education and in politics and economy. The World Trade Organization(WTO) officially incorporated education into trade in service in the GeneralAgreement on Trade in Service (GATS) reached in 1994, which strengthenededucation as an industry and as goods and consequently triggered off a new roundcompetition in the education market of overseas students.What kind of role should Shanghai play in the process of the internationalizationof Chinese education? Should Shanghai become the international port both forChinese education going into the world market and for world educational resourcescoming into China? Should Shanghai further develop the education for overseasstudents?
