Special Education plays an important role in socialist educational system. With the development of China's education and social civilization, especially the popularity of "people-centered " theory, the problem of educational rights for the disabled children enchanced increasing awareness. learning from international advanced experiences, and combining with the situation of our country , taking various measures, such as developing special education with "model of special schools , special class in the ordinary school, and the Mainstreaming", Mainstreaming has become one of the major forms for the disabled children who receive education in our country. Because of a very short history , the Mainstreaming in China has a lot of problems that have not been solved well. . In order to improve the situation of the Mainstreaming in China, to protect the disabled children's equal educational rights, to satisfy the disabled children's needs for receiving higher qualified education, this paper tries to explore the present situation, problem and solving policy of the Mainstreaming in China.By means of documents study, questionnaires, field inspection and case study, based on the sample of the Mainstreaming in Anhui Province, this paper explores on the present situation and problem of the Mainstreaming, and the solving methods to the severe questions in the theory and practice.Based on both theory and practice research on the Mainstreaming in Anhui Province , and at home and abroad, this paper explores problems of the Mainstreaming at present on the aspects of policy, minds, teaching staff, and teaching evaluation ,etc, and provides constructivesolving methods to the problemson each aspect. On the aspect of policy, there are problems on minds, administration and legislation. The solving methods are as following: to strengthen the work of legislation; to enforce the function of administration, to be ensure the smooth execution of present law and regulation; properly to deal with the relationship between stronger group and weaker group on education policy making. On the aspect of minds, there are problems on that peopleare suspicious about the Mainstreaming; parentshave disagreed on Mainstreaming; schools have not given enough supports to the Mainstreaming. The solving methods are as following: to give wide publicity to make people to understand the Mainstreaming; to strengthen the training for parents to bring them an optimistic attitude to the Mainstreaming; to renew the idea with the establishment ofthe notion on Great Special Education. On the aspect of teaching staff, there are problems on the lack of permanent teaching staff in ordinary schools, the unsmooth system of teaching staff management, the low quality of the wholeteaching staff. The solving methods are as following: to strengthen the reform of administration system, further to order the system of teaching staffmanagement; to enforce the work of training on teaching staff; to enhance thetraining and evaluation on teachers in the Mainstreaming. On the aspect of teaching, there are problems on over watchingthe reaction of disable children, neglecting students' distinctive difference, simple teaching methods; not proper control of time, overprotecting students .The solving methods are as following: to design teaching targets reasonably; to select teaching contents carefully; wholly advance teaching methods; to make full use of teaching methods properly; carefully to design teaching programs; to arrange teaching forms properly. On the aspect ofexamination andevaluation. There are problems on not total and complete examination, the incredible exam results, the lack of relative knowledge and skill for examiners. The solving methods are as following: to insist onpractical principle; to examine suspicious children totally and completely ; to use scientific examination methods; to insist on cautious principle.
