The coexistence of administrative power and academic power is a peculiar phenomenon in the power structure of university organization, for there is an essential distinction between the two powers. As far as the characteristics of the higher education are concerned, the validity and foundation of academic power are the essential and eternal topic in the educational organization. As an important part of the academic affairs, instruction affairs management cannot depart from this topic.The historical and empirical researches on academic power illustrate that the bureaucracy organization structure was used in our college academic affairs management, which is composed of three levers-university, college and department. The instruction affairs management is centralized by the top lever-university, and the department and major only play a minor role in the academic affairs management, such as performing the decision made by the top lever. In a word, academic power must obey the order given by administration.With reference to the theories of organization structure and three types of educational management institutions in Europe, America and England, we bring forward a new strategic structure model, which is made up of "administration , academic power" in horizontal orientation and "university, college and department" in vertical orientation. The model makes a detailed plan on the divisions of these two types of educational management power. Based on the new model, this thesis also brings up two operative ways, namely, the committee oriented to function and task force oriented to task. At the same time, we analyze the function, organization management and operational ways of them, with the intention of increasing the reliability of the new model. In the end, we discuss the service system, potential problems and corresponding solutions to perfect the practicability of the model.
