Practising the system of Bilateral Contractual Employment is an important component part of the reform of the teachers appointment system, and the aim of it is to suit the social market economy. At the same time we must establish the scientific guarantee system and take the reasonable measures to ensure this system going on smoothly. This is the important task of thereform of the personal system in high school and primary school. I will analyse what influence the carrying out of the system in this thesis and in the meanwhile, I will introduce some appointment system of high and primary school in America and Japan and give some examples . It also tells us the scientific and reasonable aspects of this system. Of course there are many problems of this system. This thesis only gives some examples of the system of Bilateral Contractual Employ_ ment for the teachers in high and primary school in Jinzhou, The purpose of it is to find a kind of scientific and reasonable way under the rule of the competition.
