Study Of Japan, National University Of The Internal Management System

On the first of April, 2004,Japan began to enact the formation of the National Universities corporation, that is, all the National Universities which were part of the university management, have transformed into the independent legal entity . The aim of the reform on the National Universities is to maintain the academic freedom, respect the autonomy and keep the self-discipline of university,From the point of learning from others, I put my research on Japan. In the background of the formation of the National Universities corporation, the aim is to give the highpoint for the management of our high education .The paper includes five parts. In the prefix, I analyze the problem of the high education of our country, and put forward the problem. In the meantime, I make the illustration on the significance and the preview research of the paper. The first charter, I analyze the background of the formation of the National Universities corporation by the means of factors of analysis. The second charter ,as the body of paper, I start with the point of allocation of the power of international high education. Firstly, I put out that the traditional inward management of the National Universities is the automatic system of professor in the control of the bureaucracy. Secondly, from the point of historical dialectic materialism, I make the statement about the development of the inward management of national universities. Finally, I emphasize on making the evaluation about the documents of the image of the universities of the twenty- first century and the reform strategy, the new image of the National Universities corporation, and the formation of the National Universities corporation, and I make the conclusive statement about the characters and the inward management of the National Universities corporation. In the third charter, on the basis of case study, I make the specific statement about idea of the management, the management organization and the management mold of the Hiroshima University . In the final part of this paper , I make the analysis about the effect and the highlight of the inward management of national universities.
