Globalization has developed so fast that it had influence on every field of social life, and there is no exception for education. It has become a necessity for every country that curriculum reform is based on the native culture and introduce international experience. However, what important is to choose a country that educational experience is worthing learning. After1988, the England government grasped the main curriculum power, then gave the power to schools and teachers and tried to make a balance between the government,schools and teachers as it realized the disadvantages, which is just the same as the trend of curriculum reform in our country. As for our country, the central government has been taking the advantage of curriculum power. The new curriculum reform has been trying to adjust the relationship among central government, local governments and schools to avoid go to the opposite extreme. Obviously, there exists a great of similarities between the England and our Country, so It will provide valuable experience for curriculum reform of our Nation through researching the curriculum policy of primary and secondary schools in England.The curriculum policy of England has changed several times, which existed both benefits and drawbacks. We divided the curriculum policy of England into three parts in this study,1988to1997,1997to2007and2007to present, which is according to the difference of value orientation of curriculum policy. The curriculum policy has a close relationship with value, which would become confused without the direction of the value. Do we want to find the essence of curriculum policy, we must study the value orientation firstly. The study aims to find out the value orientation of curriculum policy of England primary and secondary school, which is carried by the content of curriculum and is based on the political, economical, educational,and social background. Thus, the basic structure on research of curriculum is made up of background,content, and value orientation. For instance, we find out the value orientation of curriculum policy through exploring the political, economical, educational,and social background as well as researching the content of curriculum policy.There are four parts in this article. The introduction put forward problems,found the foothold of this study exactly, and developed research approach based on the existed literature. Other parts set out to study curriculum policy of1988to1997,1997to2007and2007to present. Research on curriculum policy of each stage abide to the logical structure of background, policy content,and value orientation, which integrated mid-position, concrete with metaphysics. Curriculum policy of1988to1997revealed such orientations as neo-conservatism, valuing efficiency, and society based. As for1997to2007,there are confusion of neo-conservatism neo-liberalism, priority to efficiency with fairness and communion of society-based and individual-based. The third stage also showed three value orientation, such as neo-liberalism, priority to fairness with efficiency and individual-based.
