After the opening and reform in China, the community-run universities and colleges started in hardship and strived forward. It has now grown up into an important part in our country's high education. The rise-up of community-run universities and colleges has strongly promoted there revolutionary reform of the high education system in our country, integrated the education resources, relaxed the contradictions due to the lack of education funds , quickened the popular progress of high education, and met the increasingly diversified education needs of our country's citizens, which has contributed significantly to the improvement of our citizens' diathesis.However, with the rapid development of the community-run universities and colleges, there have appeared many problems and contradictions, especially the cognition bias and processing misplaying on teaching faculty construction and management, which has become the bottleneck to hinder the further healthy and orderly development of the community-run high education. Therefore, it is essential and imminent to strengthen the research on teaching faculty constructions and management, to make up the deficiency of current theory researches on community-run universities and colleges and to supply education policy-rulings and education practice with theoretical gist.Accordingly, in chapter two, this article hackles the development course and achievements of the community-run universities and colleges in our country, and then points out the main problems in the teaching faculty construction and management by literature reference, comparison between the foreign countries and China, selective investigations and researches and sensible analysis. The problems lie mainly in large numbers of hired teachers from outside the school, great liquidity, unstable teaching faculty members, unreasonable faculty structure, too young full-time teachers without high degrees, too old part-time teachers with too high principalship, immature faculty management mechanism, the lack of regulation restrictions in faculty management, serious absence of teachers with the ability covering practice and theory simultaneously, not-established sound faculty training system, not strong-enough supportive government policies and the soft environment with the human-based management concept to be built, etc. After that, in chapter three, multi-layered analysis is carried out as to the causes of formation for these problems at the angle of logos. It is thought, on the layer of government and society, problems are due to the imperfectness of the management system from the government to the community-run universities and colleges, the deficiency existing in the government administration mechanism, too broad policy definitions and the discriminations from the society towards the community-run universities and colleges. On the layer of the school interior part, they are due to toomuch profit-seeking nature of the community-run universities and colleges, unsoundness of the school management mechanism, limits of the funds of the school and the errors in management concept. On the layer of the faculty members, they are due to the popular-existing cognition and mentality among teachers in the community-run universities and colleges, which had made some side effect on the management of the teachers in theses schools.On these basis, in chapter four, some researches have been made with the emphasis on the concept and countermeasures on the faculty construction and management in the community-run universities and colleges. On the concept, it innovatedly puts forward that the community-run universities and colleges should establish firmly the human-based idea, the idea of contracts and rights and the idea to share the resources. On the countermeasures, designs has been given out to construct and manage the faculty in the community-run universities and colleges.
