In the face of the fierce international competition and political and economic situations of domestic high-speed development, the demand for the talent in the society no matter in quantity or in quality increases rapidly. It has become an inevitable trend in the development of education to run high-rank universities and colleges with original universities , colleges ," junior colleges and special secondary schools which are qualified. During the process of expanding recruit, the already existing universities and colleges can't meet the demand of the development in education. In order to make the higher education of our country leap from "the elite type " to "the Volkswagen type " as soon as possible, Ministry of Education determines to promote some technical secondary schools as the junior colleges or vocational colleges, and the original colleges, by means of amalgamating etc.,will form a lot of universities.In 2002, Xingtai Teacher's College was promoted as Xingtai Institute and Xingtai Nursing School as Xingtai Medical College. The successful promoting of the local universities and colleges has greatly accelerated the development of the regional economy and in some degree has met the requisition for the quantity of the talent in economic development of one area, complying with the fast-developing trend of higher education of our country too.The promotion is the development on the scale and the improvement on the level of higher education. When the material conditions of the people of our country develop to a certain level, in order to meet the demands that more teenagers receive higher education and that more talents be needed according to the social and economic development, the promotion of local universities and colleges becomes an inevitable trend.In order to make the local universities and colleges develop in a healthy way after promoting, the writer, by doing some research into the two local colleges in Xingtai, has finished the writing of this text. It expounds from three aspects that the promoting of local universities and colleges is an inevitable trend of educational development: the necessity of the promoting, the conditions of the promoting and the sustainable development in higher education calling on the promoting.This text has announced the existing problems in the two promoted colleges in Xingtai: In debt to manage after promoting, having difficulties in enrolling new students after promoting, severe employment situation for graduates, the cadre and personnel system management lagging behind seriously, the reform in the socialized logistic service not consummate.This text throws light on how the promoted local universities and colleges develop healthily as soon as possible: set up the fund-raising system with local characteristics to advance the universities and colleges to continue their construction; set up the characteristic specialityties to open up new channels for employment ; deepen the reform of personnel system to build the good environment of choosing persons ; train outstanding teachers' team and set up good teaching management system; deepen the reform of socialized logistics to accelerate the fast development of the universities and colleges.
