In recent years, with the increasing number of college students, a great number of junior colleges are promoted to colleges, which not only means the rising of layers of school-running but the changes of directions, cultivating model of intelligence and the social functions. Binzhou College, ratified in 2004, should develop and become a qualified college in the new century. Based on the experimental case study, this paper studies the related problems about the educational quality and some constructive suggestions are given about the future development of Binzhou College.The concept of high education is very complicated. Based on the logical foundation of educational principle and science development, it means an adequate degree, i.e., whether the skills and knowledge mastered in college can meet the needs of society and can make the students develop their individuality in certain conditions. The undergraduate course education should correspond with the development of society and develop as people expected. Binzhou College, placed in a bad condition, should develop as quickly as possible and try hard to cross over this stage to become a qualified college.Leaping-over type development is a kind of supernormal action of the backward adopted in the process of its development. But the supernormal action does not mean very rapid development, but should develop with some limits. The adoption of this kind of model lies in some advantages: i.e., the direct absorption of advanced culture, breaking in specialized subjects and carrying out of whole development.This article is divided into four parts.The first part analyzes the present condition of Binzhou College. Firstly, it points out the factors affecting the quality of education: teachers, students and environment of school-running. Secondly, some present problems are discussed, such as lacking of excellent teachers and equipment, and the low level of teaching, etc.The second part discusses the standard of undergraduate course quality and its difference with the professional education. It gives detailed explanations from three aspects: theory, policy and law, and realistic conditions. And then an empirical case study is carried out.The third part discusses the opportunities that the new college has. They are givenas the following. (1) the opportunity brought about as a result of the development of high education. (2) the opportunity brought about as a result of the requirement of primary education for teachers of high quality. (3) the opportunity brought about as a result of the need of education in economic development the Yellow river delta. (4) the opportunity brought about as a result of the development of the new college.The four part some suggestions for realization of crossing-over type of development are given. To develop in leap, the newly promoted college should do as the follows: (1) give appropriate orientation and change the old beliefs; (2) set recent aims of cultivating intelligence; (3) optimize specialized fields and develop subjects; (4) strengthen the teacher troops construction; (5) manage the school systematically; (6) teachers-centered, improve the aptitude of the managers.
