In recent years, China has been laying down policies on how to keep sustainable development and how to thrive itself with science technology, meanwhile, effective measures have been taken by governments at different levels. As a result, reform on education has entered into a new stage, and university teachers' development has achieved a great success as well. However, there are a great many serious problems on development of university teachers in western area which carries out a relatively slow development. Therefore, these problems have great influence on the development of economy and education in this area. As talents are the key factors in developing northwest areas, this paper puts much emphasis on how to face the practical difficulties in western area and how to gradually reduce the differences between western and eastern areas through searching for some reasonable and easily operating measures which are helpful to the sustainable development of university.This paper is divided into four parts. In the first part, it states the situation and task faced by Chinese university teachers. In the second part, it deeply analyzes the existing problems of university teachers in western area, that is, the serious shortage of teachers' quantity, the relatively low level of teaching quality and research ability, teachers structure's unreasonable arrangement and its instability, difficulty in attracting talents with high standard, lack of young teachers with strong ability, lack of subjects leaders, the life-long and one-sided tendency in teachers' professional qualification assessment, the incompleteness of teachers' training and test system, the serious separation between teachers' training and test and promotion. In the third part, it is the core of the paper. According to different existing problems, it does research from inner and outer reasons on different effective measures and strategic assumptions for improving teachers' development in western area, which includes government's more attention to university development in western area; establishing a compete human resources market and allocating talents in a reasonable way; setting up a concept-people as center, teacher as center; building academic team and making good use of its whole effect; attracting, stabilizing and arranging talents; reforming teachers' management pattern, reforming teachers' authorization management system; strengthening competition system, and competing teachers' appointment system; enhancing reform of allocation system; paying attention to cultivating talents; promoting teachers' development by means of university teaching assessment.
