The reform of mathematics curriculum has been undertaken all over China. This basic start point of the reform of mathematics curriculum is to enhance the student's comprehensive, sustained and harmonious development. It will not only care the characteristic of mathematics and the request of the social development but also follow the student's mentality rule.This paper analyzes the differences between the basic notion, content, aim etc. of the mathematics new curriculum and the traditional mathematics curriculum. Based on the investigation and analysis of the implementation of the new curriculum, this paper studies and constructs the mathematical learning environments under the new curriculum, in the meanwhile it also analyzes the basic connotation and characteristics of mathematical learning environment.The mathematical learning environment under the new curriculum is a new metaphor about the mathematics teaching and learning different from the traditional imparting teaching. The mathematical learning environment under the new curriculum is designed not only for the student of the traditional mathematics class but also for all the mathematics learner who are good at constructing their own meaning. In this paper the learning environment include both the common meaning learning environment (hardware equipment, apparatus, learning material, information resource etc.) and culture environment, social environment, technique environment, study task (knowledge and aim), teaching, learning method and learning tool etc.Educational ecology, constructivism learning theory as well as the newly-emerged learning theory, i.e. Situated-Cognition have laid a solid theoretical support for the construction of mathematical learning environment guided by the notion of new curriculum both in theory and in practice. This paper not only analyzes the basic connotation and characteristics of mathematical learning environment of the notion of new curriculum at the macro-thought levels ,but also at the micro-thought levels, it explores and constructs the mathematical learning environments like "explorative study style", "Teacher-student interaction style", "Group-cooperation style" and "shared resource and dynamic interaction style" and so on by means of designs and analysis of concrete cases. With a deep insight into mathematical learning environment of thenotion of new curriculum, this paper attempts to equip mathematical learners of the notion of new curriculum with the mathematical learning environment of an ecological harmony, benign cycling and sustained development.
