Inclusive education advocates that special education need children should study and develops together with regular children, pursuing in establishing the supporting community for the aim at meeting all the children on the basis of respecting the individual difference, furthermore, in order to make an inclusive society and provide all the children or the people with opportunity and right to acceptance and let all the children including special ones take actively part in community activities and thoroughly mixed up in the society. Family, preschool education and community are regarded as three important affecting factors on the process of children education, cooperation of which has an important implication. It is an urgent reform to provide special children with services, such as education, healing, employment and so on by the means of completely taking advantage of all the possible resource in the community.In the present article, a new mode of community based education andrehabilitation(CBER)------community immersion education mode is concluded andput forward, timely, facilitate the interaction quality and educational integration, provide all the community inhabitants with a sequence of wide education activities and process, such as purposely, sequentially, continuously special education services and propagandizing, and the notion cultivation of special education and so forth, create a social situation in which special children and youth can interact with regular ones so as to facilitate the society integration and development together on the basis of examination, analyses, and experiments on the community based education and rehabilitation services of Chongqing Aixin Toy Library and Xinyu Family for mental retarded children.The theoretical constitution and analyses of the community immersion education mode have been accomplished, of which the features, aim, content and accomplishing path has also been illustrated in the article. Based on the educational practice of Aixin Toy Library, the individualized interaction educational experiments and related community activities have been carried out, in which the short-term exploration on the community immersion education practice has been finished as well. Respectively valuing of the children and interviewing with their parents, and surveying some community inhabitants about their attitude towards special education with the help ofrelated questionnaire have revealed the actual effect of community immersion education. At last, the author concludes the educational significance and social effect of community immersion education according to previous practice experiences and this experimental result and implement, discuss the possible extant practicable challenge and give corresponding advice and prospect in the future.In summary, the author hope that the new community based education and rehabilitation mode can provide a litter of help in the undertaking of community education and rehabilitation service.
