Since 1990's, with the deepgoing of the reform of the economic system and the transform of the institutions of higher learnings' management, many colleges and universities in our country are attaching importance to the strategic programs and begin to explore and practice the strategic management. However, due to lack of systematic and theoretical instruction and integrated reference of some cases, some problems, such as the inadequacy of cognition and ability to perform in implementing strategic management, have arisen in many universities over the recent years.The first 20 years of this century is the important period of opportunity for the development of the higher education, meanwhile, in which the competition between universities will become sharper and sharper. So it has become the extremely urgent task for the universities to implement the all-round strategic management. Only if the university's administrators have a clear understanding of the importance of the strategic management and a good ability to implement strategy, they can effectively carry out the development strategy and catch the opportunities to promote the considerable development for the school-running cause.In view of the practical situation in the implementation of the universities' strategic management and by taking the example of the concrete practice in Yangzhou University, this article puts forward some problems that should be paid attention to in the implementing process through using the enterprise's strategic management for reference. The problems: the universities must stick to the special characteristics of school-running and cultivate their core ability to compete; they must switch the traditional personnel management to strategic human resources management;the system innovation problems facing to modern university governance and the problems of internal management process reengineering in universities. The author sets forth the importance and definitions of the problems mentioned above and attempts to put forward some suggestions on how to solve them.
