In our country the enforcement of three-level curriculum administrative system means that the rights to develop curriculum are partly transferred to schools and teachers. To teachers, school-based curriculum development is both a great challenge and a good chance for teachers' professional development.The study mainly argues the teachers' professional development on the background of school-based curriculum development. Teachers' professional autonomy is promoted in school-based curriculum development, and teachers' series of professional abilities including curriculum consciousness; curriculum knowledge and curriculum development skills, participation consciousness and team spirit are improved in school-based curriculum development, and school-based curriculum development demands teachers to be curriculum researchers and reflective thinkers.And a social investigation was made in 7 schools in Tianjin to find out the current situation and problems in teachers participating in school-based curriculum development. The result of the survey shows that most teachers think it' s very helpful for their professional development in school-based curriculum development. Furthermore, we find that the teachers' professional consciousness and abilities are all promoted in participating the school-based curriculum development. On the other hand, the result shows that teachers are still facing many troubles and difficulties .In order to effectively solve above-mentioned problems, the author puts forwards the following counter measures: Firstly, the support from the forces outside schools should be mentioned. Secondly, the support from the forces inside schools whose heads are headmasters is very important. Finally, teachers must promote the consciousness and abilities of self-development.
