This thesis starts with the present situation of the students' listening and speaking ability in primary and middle schools under current condition, summarises some characteristics of their lower listening and speaking ability, analyzes some typic cases and habits so that many children lack excellent listening and peaking habits so that they cannot link up surrounding personal environment or are ignorant of self control during the course of listening and speaking . Further more , this article. . also analyses in spect of school, family and society, finds out the disadvantages that affect the primary and middle school students' listening and speaking communicative ability. These facts include adults' ignorance of lower listening and speaking ability and wrong temptation as a result of bad fashionable calture.On this basis, this article offers some better ideological realiszation tactics, emphasizes that people should correct their partiality pays more attention to the increase of the primary and middle school students comprehensive quality, deal with listening and speaking communicative ability as an important topic.This article puts forward some practical listening and speaking principles through my own teaching experience . as well as using newer listening and speaking science and research treatises, It states normal methods of listening and speaking more systematically.At the same time, this article finds an original way, puts forwards a plan to reform how to test the primary and middle school students' Chinese ability, advises that relative departments to put listening and speaking tests into the formal Chinese examinations in order to arouse the primary and middle school students' enthusiasm to strengthen listening and speaking training . this article realizes completely that the primary and middle school students' lower listening and listening abilty not only affects their Chinese comprehensive but also forms a "buttle neck" to stop the students from linking up society and family . It is disencouraging to improve the nation's quality and prosper economy and society . So we propose that all the people manage to improve the primary and middle school students' listening and speaking ability to create a harmonious encouraging excellent atmosphere . At the same time this article calls on colleagues in Chinese field to earnestly practise what one advocates , work hard using the class teaching position, make a good job of activities out of class to increase the primary and middle school students' listening and speaking level.
