Higher Vocational Education (abbreviated from HVE) is an importantpart of our nation's higher educational system. It aimes to cultivate suchprocessional talents who has both theoretical knowledge and relativelystrong ability of practice. These talents should meet the needs of the basiclevel, the production, service and management, and they should bepractical and skillful in the front line of vocational posts. HigherVocational Education is the higher stage of vocational Education. As a type of education, HVE not only shares general characters withhigher education, but it also has its own characters. Therefore, having aright understanding of the characteristic of HVE is the key for its healthydevelopment. During those twenty years, our country's HVE has made universallyaccepted achievements and it is now playing an important role in theeconomic and social development and also in improving the qualities ofworkers and in providing adequate employment for labors forces. However,there are also many problems existing in the process of HVE'sdevelopment characteristic and quality location is the urgent problem thatour country has to face in the process of its development. As the character of our country's HVE is not very clear and people can'tevaluate the HVE according to the right educational quality standard, thatis the quality standard of HVE is vague and not widely accepted, thusleading to the misunderstand among the society that HVE is the"lower-level education" and "the education for those NMET failures", thisin turn leads to poor social reputation and social acceptance of HVE. It alsoaffects the healthy development of HVE. According to HVE's high qualitystandard viewpoints,its developmentand service level, this essay analyzethe relation between HVE's characteristic and its quality, thus having madecertain efforts on the implementation of a right educational concept, establishingthecharacter of HVE and the forming of a right quality standard of HVE.In fact, according to the classification of HVE, it is a type of educationwhich is different from the common higher education. It emphasizes on theapplied property of talents' cultivation and the directive and adaptive ofvocational posts. The types of education being different, the measuringcriterion of education quality and standard is different. So we can't simpllyuse unified quality concept and criterion to measure the quality andstandard of HVE. The same is true that different types of education can'tsimplly be compared and evaluated on their quality and standard.Changing the outmolded concept and accurately recognizing the essence ofHVE needs not only the efforts of the whole society, the support of policy,but also the creativity of HVE workers on theoretical research and theirchange of concept in the practical job.Higher Vocational college is the main force of our implementation ofHVE. The fact is that the characteristic of the managing of HVE is not clear,the right educational quality concept is yet to be established stressed. Allthese factors have hindered the development of HVE. To change thisexisting situation, we have to establish the guiding ideology of setting upand strengthening schools characteristically.If HVE is not accustomed to the current position of its "characteristic"and can't do a good job of "characteristic", the development road willbecome narrower and narrower. Under the environment of education forthe whole people, characteristic is the basis of survival, and the power ofcompetition, characteristic is quality. Using characteristic to serve the society,and meet all kinds of needs of society is the only way for HVE to be accepted by societyand improve the power of its social influence. Therefore, HVE must followthe path of characteristic development.How to define the characteristic of HVE is the basis of its development.The summary uses the criterion of the classification of talents to explain tous what kind of talents HVE is to cultivate, thus elaborating the concept ofcharacteristic HVE and characteristic school-managing of HVE. It startsfrom the practice of education and teaching of the author himself and alsothe reality facing the theoretical research to reveal the essential property ofHVE, which is the applied, vocational and open property of a characteristicHVE.The second section of this summary is to analys the importance of whyHVE follows a character path. T he rapid development of HVE, firstlyneeds a right development position, that is a characteristic concept. Nextwe need to be fully aware that why HVE has to follow such a path. Only ifwe realize the importance of HVE's following a characteristic path canwe fully guarantee from theory and concept that HVE must stick to such apath. The summary thoroughly discusses this problem from five mainaspects. The purpose is to benefit the rapid healthy development of HVEthrough giving an overall expression of the importance of the HVE tofollow a characteristic path.The third section of this summary is the construction of a characteristicHVE. To develop Higher Vocational Education, you first of all need tohave a clear view of the relation between the character and quality of HVE,for this is the key of its healthy development. Starting from forming HVE'squality concept, the summary raises the concept of using marketmechanism to ensure the quality of HVE, it also points out that character isthe soul of the quality of managing a school, yet the quality of managing aschool is the foundation of the character, which is a couple of dialecticalrelation.On the basis of recognizing the relation ship between character andquality, the summary raises the scheme of forming a characteristic HVEaccording to the law of education development. It gives discussion andassumption on the forming of a characteristic. HVE from eight aspects,such as from the position of HVE, from educational system, from teaching,from contingent of teachers, from the employment-oriented talentcultivating patterns, from the characteristic managing system of HVE,from raising educational funds, form exploring educational exchange andcooperation channels.In brief, by using the construction of a characteristic HVE as the guide,the reformation of education quality and teaching as the core, theimprovement of education quality and a characteristic managing of HVEas the mainstream and according to the principle of coming from practice,higher than practice, guiding practice, the summary closely captures suchbasic problems as what is the characteristic of HVE, why HVE has tofollow a characteristic development path, how to follow such path. Byusing investigation and research, and also by methods of comparision,research and logical analysis, the summary provides us with theoreticalreference and also lessons for the healthy development of Chinesecharacteristic HVE.
