From our high school history of the establishment and development, we can find that the key high schools make a tremendous contribution to personnel training and accumulated experience and so on. They also make great contributions to the full implementation of educational policy, the further educational reform, and the promotion of quality education and basic educational reform by educational assessment. The thesis aims at making a clearer request for the exemplary high schools' implementing quality education from the Party and our country, solving the practical problems affecting the scientific development of the exemplary high schools, normalizing its behavior and promoting the overall quality of education and its levels through the theoretical and practical study on the scientific development of the exemplary high schools.The development of education has its profoundly social and historical background. At ancient times, academy was special for officials, so was education, and school management depended on teachers. Imperial selection started at the beginning of Sui Dynasty, so the tendency of examinations began to spread. China's modern education accepted western classroom teaching, but it was obviously utilitarian and impressed with the examination-oriented brand of traditional education.After liberation, our education developed vigorously. In view of the fact that we have hundreds of things to do about education, the national leader explicitly proposed to run one batch of key middle schools. Along with the educational development, the schools had the differentiation. Some schools did not implement well the Party's educational policy, which affected the students' healthy growth. In order to comprehensively promote quality education and normalize its behavior, our country initiated a construction project of model high school, which injected new vitality into the development of the basic education.To make the exemplary high school develop scientifically, we must scientifically plan to strengthen the consciousness of development, remember our mission to strengthen the consciousness of quality, center on people to strengthen the sense of democracy, construct teams to strengthen the awareness of hard work, and keep pace with the times to strengthen the sense of innovation. Only by adhering to the scientific development can schools enhance their characteristic and create their brands.During the process of building exemplary high schools, there are several issues worthy of our consideration: Firstly, how a provincial exemplary high school can be developed scientifically; secondly, how we can enhance its characteristic; thirdly, how we can develop its function.By using the methods of literature and comparison, the thesis is in hope of putting forward the constructive advice on the scientific development of provincial exemplary high schools.
