Since the 1980's,higher vocational education in Shandong Province hasdeveloped greatly.At the end of 2005,there are 57vocational colleges that is offeredsolely;and there are 59 common vocational colleges which has the entrancequalifications of higher educational background.There are 290000 students inShandong higher vocational college.The level of the teachers has made greatprogress,but this cannot meet the economics demand,which training talents of modernscientific and technicial knowledge and practical skills.Especially with the coming of"ten-one-five",our province is getting into the new period,which the economydeveloped quickly.Transforming the way of economics,enhancing the ability ofbringing forth new ideas,strengthening the ability of competition,speed up theadjustment of industrial structure,promoting the construction of manufacture andpeninsula urban,it makes our province's features and the main melody. It need manytalents of higher quality.However,the contradiction is very obvious between theconstruction of the ranks of teachersand the higher vocational education so far.Thekey of solving the problem is foster and construction of the ranks of teachers that hasthe higher level's "dual-teacher".In the paper I investigated a few higher vocational colleges are established from1998 to 2004.Including the following aspects:the proportion between the teachers tothe students,Master to full-time teachers,associate professor to full-timeteachers,dual-teacher to full-time teachers,the situation of the part-time.Though aboveaspects,the paper will analyze its characteristics,I found many questions,such as thelack of teachers amount,and cannot meet the demand of the higher vocationaleducation's scale,the proportion of the dual-teacher is lower,teacher's level are verydifferent in different higher vocational college and so on.Comparing with thedeveloped country and find out the disparity.According to Shandong economydevelopment and the higher vocational education'demand,using for theirs advancedexperiences and put forward proposals to strengthen the construction of the ranks ofteachers.For example,transform the idea,strengthen the system,teachers training,widenthe sources of engaging and coordinate the teachers developing in different colleges inorder to construct the qualified dual-teacher staff,strengthening the ability ofcompetition.Only transform the idea,enhance the understanding to itsimportance,reform the personnel affairs and improve the evaluation system and anumber of the revalent rules.In addition to,the government should increase theinvestment,arousing the teachers in-service training's initiative,attractive a lot oftalents join in the college.Dring the course of construction of the ranks ofteachers,idea is the fundamental,the system is guarantee,teachers in-service trainingand widen the sources of engaging is method,coordinate the teachers developing indifferent colleges and form a qualification dual-teacher is the goal and result forenhancing the competition.These are supplement each other,maintain close links withthe whole.
