Innovation on the basis of learning and drawing lessons from past experiences and improvement on the premise of imitating previous examples are the consistent theme of the teacher training over the last hundred years. During any period of these years, unique methods and experiences occurred in the training work, which accounted for the constant development of the training of primary school teachers in China.On April 7,1897, Mr. Sheng Xuanhuai, Dalisi minister of the Qing Dynasty, first established a normal school in the Public University of Nanyang, which was the beginning of Chinese normal education. In 1898,the normal section of the Capital University was established in Beijing, which started higher normal education. In 1903, Zhang Jian established the Normal School of Tongzhou (the predecessor of Nantong Normal School of Jiangsu Province of today) with his own fund, which was the first sign of China's private normal education.Before the liberation of China, the development of the before-duty training of primary school teachers was rather slow thanks to the situation at the time. But the contribution of the training then cannot be denied, especially that of the training work led by the Communist Party of China, through which a great number of excellent teachers were trained, greatly contributing to the reform and development of basic education and to the improvement of the national quality, and through which numerous revolutionary heroes and leaders of the Party, the government and the army were cultivated.After the establishment of the People's Republic of China, there comes the best times of the development of the before-duty training of primary school teachers. Although there were twists and turns in the training like there were in other normal trainings, of which the most evident and severe one occurred during the "Cultural Revolution", it has been developing vigorously, overcoming the difficulties and has contributed immensely to the development of the basic education of China.After the Third Plenary Session of the Eleventh Central committee of the CPC (1978), on the basis of the historical experience, the before-duty training of primary school teachers has entered a brand new era, taking on a new look with the characteristics of "Emancipate the mind, reform and innovate, pioneer and keep forging ahead, grow with each passing hour" , and with serving basic education and national economic and social development as its essential aim. The management work of the normal universities responsible for the training are becoming more and more complete and sound, and the educating part of the training is improving constantly.
