With the promulgation of the Plan to Develop Changjiang Scholar and Innovative Groups, the idea and ways of "R&D Groups of S&T" construction are put forward in some places and universities. However, the construction of R&D Groups of S&T is a scientific and rational process. It is also a complicated and systematic project.This paper, starting from the reality of constructing University, R&D Groups of S&T advances two theoretical basis of this concept: psychology and science of organization behavior. Then, the concept and characteristics are put forward. What's more, it elaborates the idea that the University R&D Groups of S&T can only constructed in accordance with its inner laws. And a sketch is made of the mode, means and process of coordination in the course of forming University R&D Groups of S&T.At present, the researchers in this field lay particular emphasis on the form, while they do not make a thorough inquiry in those deep problems such as organization principles, means and management. This paper tries to investigate these problems and hopes to give some guidance on theoretical direction. |
